However, reminds me that somewhere along the line we seem to have lost a line in the Syntagma which states you cannot re-nominate someone for a month or so?

Its standard procedure to send a pm to the member who failed the vote and explain how they could improve their posts etc...
There is always a reason for a failed vote and we try to make sure that the member who is affected knows about it, why he failed and so forth..

This is implicit. When one PM's a magistrate with a recently denied candidate, they are usually informed if it's too recent and counciled to wait. If the patron chooses to proceed, they will need to demonstrate a substitutive change in order to pass. Yeah we tend to leave it to the more senior staff...
Hovewer it might be better if everyone (as in Q's and P's aswell) could be prepared to talk to the would be patron ,and it is unfortunate you Sel havent been "informed"
