Nope.
It's not "designed" to be like that. Just go the Game Options an tick the "Manage All Settlements" options and you'll be able to manage your settlements even if you don't have any governor in them.

As Dramitic Sloth has mentioned it's just a campaign option which is quickly rectified.
I'd recommend recruiting and training governors somewhere (in a settlement where you have built up the education buildings) and sending them out to govern. Such governors with the right retinues/traits can have an impact on the settlement's happyiness (meaning you can use a smaller garrison) and economy (so you can get more money out of them).
