What file to change to change the victory conditions?

In the imperial campaign. I know some of the triggers we can use but can't find which file to mod.

Is it possible to change the victory conditions to "Capture and hold 70 provinces including one of these citys: Rome, Carthage, Alexandria etc"

So the objective is to hold 70 provinces and one of the main capitals in the world* instead of just Rome?

*I think i would choose Rome, Alexandria, Carthage and i have forgotten the name of the other city, its the capital of ERE in BI

Yes, in my mod each faction has unqiue victory conditions, they have to hold certain provinces, different for each faction, and 70 provinces.
