OOC: The King can be a member, but since it's the Empire and in our histories we agreed that you would be a part of the Empire "under" the Empereur but not actually controlled by him, he's the 100th member. He's only a leader among equals though, his vote is the same as any other guy.

He is met by two guards, "State your name and purpose." spoke the first, by way of explanation the secong guard then said, "Council is in progress at the moment, to gain access we need full details of your business so that we may ensure full security."

"Hmm, is this diplomatic envoy specific to the Empire or is it for the Kingdom as well?" The guard knew there would be no point having a non-aggression pact for one nation whilst being able to declare war on the other...
