I solved the problem of PATCH1a by my own patch, included directly in the mod18yb

the Lucanian ( + Bruttians ) are placed (green in the south) and have their own government tree

....it seems fairly easy to interpret

subject people : some troops "allied"
Allied : more allies and the ability to enter allied 2 ..... but longer (possibility of the artillery in some provinces, eg in Greece or Roma)
colony I : as subject with Lucanian hoplites
colony II : in Italy only , switches to pagus and vicus (all Lucanian and bruttian infantry ) but no Allied troops
homeland for the two starting major regions : all infantry and cavalry

the Samnite have the same government system (they are also Oscan), with their troops , homeland entitling the Legio linteata
cities do not have to be very large to develop their government, Oscan were mainly farmers who never had great cities.

..... I must test to make adjustments .

This is a very good sub-mod idea and a very interesting time period to play RTR.(Plus, the Syracuse faction makes the game all the much better) Are you still working on this mod? I would really like to see this come out of beta phase and also receive more attention, because this is a very underrated sub-mod in such a popular forum. I hope to see you still working on this

As stated in the OP, this mod is not modfolderd. Make a copy of your RTRVII folder and install it there.
