Editing Province Ownership

I'm not very fond of a lot of the "rebel" provinces at the start of the early campaign, so I'm attempting to edit ownership of several provinces. I'm confident I am correctly editing the descr_strat file (both province ownership and the armies loyalties located at the city co-ordinates) but it doesn't appear to have any effect on the game itself. I'm editing the data/campaign/early/world/maps/campaign/imperial_campaign/descr_strat file. Is this the right location? Should I be editing the vanilla MTW II descr_strat file?

Did you also change the position of the cities in the file? E.g put Paris under faction england if you want England to control Paris?

You're editing the backup file. To get your changes in game you have to either run SS_Setup and choose the early campaign or edit the file under data\world\maps\campaign\imperial_campaign.
