It's a script issue. You've probably reloaded or started a new campaign without shutting the mod down. Just press the ESC button and click on the question mark in the upper right corner. That will deactivate the campaign script and you'll be able to save. Be sure you reactivate it by clicking on one of your settlements before you commence playing, though.
