Default Windows 7, Shogun 2, and mods

Hi everyone. I recently formated my pc to try out windows 7. It seems to go a bit faster than my previous XP, but I honestly don't know if it's the windows or the fresh format. Thought I'd like to see how shogun 2 looks on DX10 but I didn't notice any difference. And why couldn't I install it from the discs I own but had to wait 10 hours for it to download from steam?????
The real issue for me with Total War games is mods. Darthmod 2.0 for shogun 2 on windows 7 simply would not load. When I set the settings to vanilla it loads, when I tweak it doesn't. Yesterday the game froze when I was playing Rise of the Samurai. Paeninsula Italica (beta for Medieval 2) shows errors upon loading and that's that. Stainless Steel (also Medieval 2) seems to be working. My Rome mods (Hegemonia, EB, RS 2) seem fine too.
I never had trouble with any of the above on windows XP - and I'm thinking of installing them again... Has anyone experienced any of this, or is there something anyone can say just for the record???

First what are you PC specs?

    Second, turn off UAC

Thirdly, make sure you have admin privileges.

Windows 7 32 bit, Nvidia 9800, 2GB memory, Quad CPU. I have admin priviliges. That UAC is responsible for improper installation?
