Yeah it is usually Bohemia for me too, since Austria usually collapses due to invading Milan in most of my games :/.

Do you need to have Iranian/Altaic primary culture to form the Mughal Empire? Eu3 wiki says so, but I am not convinced.
How do you form a persional union (What are the conditions) ? Can you foce it, and how do you inherit another kingdom (what are the conditions).

Yes you do. None of the Indian cultures can form it. They get the Hindustan decision instead. There's two variants of the Mughal decision, a standard one and a special horde version, both have that culture requirement. Both Persia and the Ottomans are also excluded from the decision.
If you want to see for yourself, go into the game directory, then decisions, then "MughalNation.txt".
There's two main ways to form a Union:
- Peaceful: If a nation has no heir and their monarch dies, it compares their Prestige to the Prestige of anyone who has a Royal Marriage with them. If the nation in question has higher prestige, they'll simply select a noble from a new house. If someone else has more prestige, but not quite enough, then the new monarch will be someone from their royal house. If someone else has a lot more prestige, they can form a union (or even inherit flat out, but that's rare). There can also be a succession war, but that's again, very rare. Using the "claim throne" action makes your house more likely to be selected over others, at the cost of a relations hit with everyone you share a marriage with. Ofcourse, if you claim their throne, then a new heir appears, you've gained nothing.
- War: There are three CBs that allow you to enforce a union in a peacedeal. Using the "Claim throne" action (which can be used on nations you have a RM with that either have an heir with a weak claim or no heir) grants you one. There's a spy action which can be used on a nation's capital, "Obscure Documents", which requires a nation to have low Legitimacy or have a regency for an heir with a weak claim, which produces a different CB. Finlly, there's a "Restoration" CB which lasts for a few years if you lose a union, allowing you to declare war and re-enforce it.

I figured I would try out a mod and decided upon MEIOU. Started out as England and I've reclaimed Northern France, vassalized Scotland, took half of Brittany(released Montfort), and conquered Ireland. I plan on attacking Dauphine again as soon as Ireland becomes more passive and/or I get rid of my excommunication. Is there anything either general about MEIOU or advice about England I should know about?

I thought you could only make border provinces part of the HRE? Ans since ireland is an island...
Your capital needs to be within the HRE, for the faction to be part of the HRE iirc.

Unless you're playing a mod of some sort you are wrong. You need to share a land border with a HRE province to add said province to the HRE. The British Isles can never become a part of the Empire.
any territory owned by the emperor of the HRE will show as the light green HRE colour,, if it's part of the empire or not. try switching to france and releasing an irish minor and you'll see it isn't part of the HRE
