It's already included in the vanilla campaign in 3.0 and 3.1 if I remember correctly.
To use them in custom battles open export_descr_unit.txt in your Third_Age_3\data file.
Search for Oathbreakers with Strg + F. There should be at the end of the file.
Then find the line that starts with 'attributes'.
Find 'no_custom' in that line and delete it. Repeat for their cavalry unit if you like.
Then save and start the game.
And of course you should make a backup first before you change a file.

They are not used in vanilla campaign. I think their place in Baron Samedi's compilation where you can choose whether you want to play with them or not is the most suitable. The concept is not 100%... the skins are not at the same level the other units are, they may perhaps make the Gondorian campaign a bit more interesting for a few turns, nothing more to be expected. They would need new models, new voices, perhaps some effects (if possible), and still : there would always be the differencies concerning their role according to the lore (books vs film) and according to the gameplay.
My mistake.
I only saw that they were in the vanilla edu and that there was a title in the campaign script saying 'army of the dead'. But that part only gives an ancillary to Aragorn.
I still had fun with them in the Samedi version.
I gave them the armor piercing trait and a mass of 50 and had them reclaim Minas Tirith from 2 full Mordor stacks including Sauron + some oliphants and easterlings.
And I don't think the textures are that bad, it's really nice to see them in battle...

I send two full stacks of Mumakil, Two full eldar stacks, one stack full of Eldar cavalry, One full stack of Dwarven heavy infantry, 5 units of ents and 15 silvan heavy archers against a full stack of Oathbreakers. I was raped . But the interesting is that my full stack of Mumakil killed 5 or something and captured 18 and the other Mumakil stack killed 4 and captured 2, the rest of the armies didn't kill or capture a single one. So mumakil is the only thing that has a very small change against them
And artillery I guess
I also tried 4 full eldar stacks and a half stack of Olog hai and a half stack of spiders against one unit. It was hopeless, I stopped the battle when we lost 70 % of our troops and the Oathbreakers lost 8
