The Kremlin has been cracking down on drinking in Russia as it is causing a lot of problems, I can't see them allowing a club to serve alcohol to children. Then again any alcohol under 10%abv in Russia is not considered alcohol but rather as a soft drink, so it is not taxed or treated as booze. However I think they are legislating against that too. Another reason could be that there is a loophole in the law which allows clubs to make people pay a fixed price on the door so they can get in and in return they get served alcohol for free so they are not technically buying it - this used to be the case in some places I know in the UK until April 2010 and most European countries allow children to drink alcohol in public (e.g. from aged 16 in UK).

Or the club is serving them soft drinks/non-alcoholic cocktails. Or another legal loophole could make the club a private function event in which case giving alcohol to a child is legal unless specifically legislated against - not uncommon in Europe (you can drink in private from the age of 5 in the UK so I imagine Russia is pretty lax about that)

And I was in a club first time when I was 12. Grown ups club, I mean, before that hotels used to organize a disco nights for us kids when we were on a class trips. In proper disco, only we were drinking soda and in bed by 22h. Someone could have taken pictures of us and make the same bombastic story like this. OMG KIDS id da club! Sounds like 50 cent song.

There is also clubs that only allow kids aged 12-16 in on specific days (earlier closing times too), but only non-alcoholic drinks are being served ofcourse.

As was said earlier, the age to drink in private in the UK is 5 years old and that can be used heavily.. Other issues in the UK are the quiet pubs or off licences that never ID and will never be in trouble for it. I assume it's much worse in Russia,
