my first BC game (picked rome)

so for my first game in broken crescent i picked rome on vhvh
you can see from the screenshot my expantion
at this point i have two castles only
one in sis (eastern turkey) and one in trebizond (north eastern turkey)
there are some fundamental differences between BC and SS which im more used to
especially that you cant recruit your core units outside your area of recruitment
which is a problem for rome because its AOR is on the side of the map and far from anywhere you will find yourself in a later stage of the game
so now i dont know what to do
i have no enemies for about 20 turns now
but there are some kingdoms (georgia ghurids abbassids) that are far stronger than me
should i turn a couple of my core cities into castles and start creating armies from there..?
those cities make so much money...
at this point my progress completely halted for lack of military power
