    1. The minimum age requirement for Legionaries shall be 18 this is to ensure that they have come of age and wear the Toga Virilis.

    2. Should an applicant wish to be a Legionary he should apply one month after his 18th birthday, to ensure he has all his affairs in order and is certain he wants to take the path of a soldier.

    3. Once the man has applied to the military his training begins. This shall last three years and during this time the soldier is to pay for his own equipment out of his wages.

    4. Wages for a trainee soldier will be half of the wages of an active Legionary.

    5. Should a man leave training as a soldier, he must pay back all the wages he has earned during this period, plus a fine, so that he isn't wasting the money spent on him to train. This should deter all but the richest soldiers from leaving and the shame of quitting should make them stay.

    6. A General in charge of a legion must have the qualifications to serve this role. The senate shall appoint him and other officers needed to keep a legion running before the legion is set to go into combat. If however the General feels the need to change officers during the war. He should be allowed this privilege, on the provision that a letter is sent back to the Senate detailing why he made those decisions

    7. A man has to be a member of the fifth census class or above to be a Legionary, however a commoner can join the army as an archer, slinger, skirmisher or auxilary. There equipment shall be paid for out of there wages, and the same rules apply to them should they decide to quit.

    8. In battle should an army flee there shall be a decimation. Every tenth man out of the legion shall be put to death by the nine men preceeding him, this shall deter men from cowardice.

    9. Should a ranking officer or General flee in battle there will be an inquiry by the praetor, leading to either the imprisonment or execution of said general.

    10. Training ends one month after a Legionaires 21st birthday, at this point they are a qualified soldier. They will be paid full wages and will be expected to serve Rome till there retirement. Punishments for disobeying an order shall mean imprisonment or death.

    11. Training ends for an archer, slinger, skirmisher or auxillary a year after they first start training. The minimum age requirement for them is 16. To apply to be an archer, slinger or skirmisher they must have prior knowledge of using there weapons and must supply their own. To apply to be an auxiliary you need no other qualifications. The pays for these men shall be a tenth the pay of an ordinary Legionaire.

    12. To become a Legionary you must be a Roman citizen.

    13. Cavalry are to play a supporting role, and shall be levied out of populaces from anywhere in the Roman Empire, the soldiers who are cavalry do not have to be a Roman Citizen, however they must have the capability to ride and own theire own horse. The same applies for archers, slingers, skirmishers and any auxilary they do not have to be Roman citizens this will provide our armies with soldiers who know the lay of the lands they are fighting in.

    14. Legions can be levied by any Senator and shall consist of 6000 men, the upkeep shall remain at 500 denarii a year with a 30,000 sum to be paid initially. This will cover all costs for the Legionaires.

    15. Should a legionary finish training and there is no Legion for him to join, that legionaire shall be kept in a barracks, he should be kept on without pay until there is a legion to join. During this time they shall remain training and shall be provided with food and drink. Should a soldier disobey rules or try and desert, the same punishments shall apply here as on the battlefields.

    16. If a senator dissolves a legion the soldiers will return to their respective barracks to await further instruction.

    17. The time a soldier is on active duty ends at the age of 35, at this time the legionairre shall be given his own plot of land enough that he can make a living off and earn a decent amount of money from. The land will be given to soldiers in conquered territories this shall give the local populaces a chance to be Romanised. However there shall be a condition of this, if a soldier is in his retirement, and war occurs, if soldiers are desperately needed to defend Roman lands, they shall be levied back into the Roman army, they shall not be given pay however and be regarded as specials, these men will have their own equipment and shall be provided with food. This only applies to former legionaires who are below the age of 45. Any former legionaire who is older shall be exempt.

    18. At the end of a training of any other soldier he shall remain in active service till the age of 45, at the end of this, these men will each be given a sum of money before leaving the army. The sum shall be based on what the senate is able to give.
