Educated in Pergamum - bug?

Hi.

I was wondering why none of my Pontus family-members got an education from pergamum. So I checked the traits, and I think I found a mistake (not sure).

The trigger I was wondering about looks as follows:

Trigger EducationInPergamum_Planning_01
WhenToTest CharacterTurnEnd

Condition EndedInSettlement
and RemainingMPPercentage = 100
and SettlementBuildingExists >= scriptorium_sp2
and SettlementBuildingExists <= ludus_magnus_sp2
and Trait EducationInPergamum = 1

Affects EducationInPergamum 1 Chance 15

I think the last = should be an <

That's an interesting observation there Magraev!

I found that changing the = to a < made my familymembers in Pergamum start getting the trait, so I'm pretty sure it was a bug. I have version 5.9.22 installed btw.
