Each nation has the ability to commandeer the various benefits and detractors of its best and brightest. With the advent of mass media and the increasing utility of technology, individual contributions to the state's welfare has accelerated at an unprecedented level in the last thirty years. Each Character costs $5,000,000 to recruit, with a hard cap of 1 per 2 "core" provinces (i.e. provinces that have both the National Culture and Religion). They gain a +1 level if they are attached to special buildings, such as Universities, War Colleges, and Entertainment Studios. Their side-traits are enacted each turn they are used.
Universities cost: $15,000,000 and can support 3 characters
War Colleges, Flight Academies, and Admiralties cost: $10,000,000 and give a bonus of +1 to trained generals, air marshals, and admirals from their respective fields.

Fortifications
Small Fortifications (Aux and Pillboxes) take one day to construct, while Large fortifications take 7 days to construct.
When placing fortifications you have 3 options:
1.) Choose a City to place them in, this starts fortifying that town as a strong point, and military target.
2.) Choose a Border to place them on. This will evenly spread out the fortifications and create a defensive line.
3.) Choose a Province to place them in. In a Province, they'll be evenly distributed along roads and near bridges in the interior of the province.

Auxiliary Fortifications
Some fortifications act in support roles, they vary widely.
Radar Station - 50,000 - A radar station is useful in providing early warning for approaching aircraft formations and ships. The larger the formation or ship, the greater the warning, but the station has a maximum effective range of 200km.
Tank Traps - 1,000/km - Also known as dragons teeth, these are concrete, steel, or stone barricades that makes passing extremely difficult for vehicles, and are too heavy to effectively move with infantry. Forcing vehicles to remain relatively stationary for a short period of time while trying to drag the trap. Use with AT Pillboxes for maximum effect.
Trenches - Free - Trenches are past their hayday, and are now of little use considering the proliferation of light automatic weapons, aircraft, and heavy artillery. They are, however, commonly used in hastily preparing defenses or as an effective means of traveling from one Pillbox to another while under fire.
Pillboxes
Pillboxes are small defensive fortifications designed to halt enemy advances. They were built out of steel-reinforced concrete and were able to survive glancing blows from artillery, rockets, or bombs. Direct-fire from vehicles with large guns, or artillery pieces is capable of destroying a pillbox. It is also possible to destroy a pillbox with a direct hit by a powerful enough bomb.
Pillbox - 2,000 - A concrete pillbox with firing ports for riflemen.
Machine Gun Pillbox - 2,500 - A concrete-reinforced pillbox sporting 5 machine guns, positions of the guns and designs of the pillbox vary.
Artillery Pillbox - 17,000 - A single artillery gun protected by a concrete-reinforced pillbox, the gun is capable of firing in a 90° arc.
Anti-Tank Pillbox - 7,000 - An anti-tank gun protected by a steel-reinforced concrete pillbox, with a 60° traverse. The Pillbox has rifle ports for stationed riflemen.
Anti-Air Pillbox - 15,000 - A single flak gun, or quad 20mm auto cannon for anti-air use mounted in the heart of a concrete pillbox, the pillbox has rifle ports for stationed riflemen.
Big Fortifications
In addition to the small Pillboxes, larger fortifications are possible to build.
Flak Tower - 500,000 - A Flak tower is a massive fortification holding nearly 25 Anti-Air pieces ranging from its 8x Flak cannons, to multiple Quad 20mm guns, to 40mm AA guns stationed all around it on multiple levels. The Flak Tower can put up nearly 8,000 AA rounds each minute, and is accompanied by massive internal ammunition and suppily storage. Its walls are impervious to even the largest artillery and bombing runs, and is capable of keeping 30,000 people safe for prolonged periods of time. Most of its guns are capable of being fired on advancing ground forces, making direct assault hazardous. Its firepower has a maximum range of 14km. Fort - 500,000 - A fort is a large installation designed to defend key regions from attack. Its steel-reinforced structure is capable of easily shaking off artillery fire and even the largest bombs, and is capable of providing cover for up to 10,000 people. Mounted with 20 artillery pieces in armored turrets, a fort is capable of projecting its firepower up to 20km away. Coastal Defense Gun - 500,000 - Coastal defense guns are massive artillery pieces mounted to defend coastal areas, most often major ports. These guns are longer-ranged and more accurate versions of a battleship's heavy cannons. Ranging from 14-18 inches in diameter, these artillery are useful for sinking naval ships attempting to land within their impressive range of 40km. It is a common misconception that these guns can't be turned inland, they can... and they're deadly when doing so. Coastal guns are protected by disappearing turrets, thick armor, and integrated concrete bunkers, making them impervious to most attacks. Dedicated bombing raids can destroy them.

Well, originally, 1-4 was something, and 7-10 was something, and 5 and 6 were null. I thought on later reconsideration that this was silly and backwards, and actually more impractical on the NA spreadsheet, so it has changed slightly.
