Need help in editing startpos...

Thing is, I wanted to edit the Startpos.esf of the grand campaign to edit the faction's victory missions, how can I do that?

Also, since I use Darthmod I would love to change some starting garrison sizes of the American and Warpath campaigns, hwo can I do that?
