The camp design on the right is definitively Roman. The battle order of the right army seems to be Roman, too. The ranks of infantry in the center. The third rank the smallest. This could be a Republican Roman army prior to the Marian reforms.
The enemy is a lot more difficult to determine: huge disorganized baggage train. The best hint I can find are the war elephants on the flanks. I am tempted to look at Carthage but their usual tactic seems to have been to put their elephants in front of their infantry in the center.
The number of elephants (~ 20) is about what Pyrrhus had with him on his Italian campaign. It's probably wrong: Battle of Heraclea.
It is indeed Roman, but no, not Heraclea. Your definitely on the right track.
