    EDIT: And Wiki says Romania (meaning both Moldavia and Wallachia) didn't become a vassal state again until 1862. One year off, but still, it makes a heck of a difference taking all things into account.

    No it wouldn't. Nobody (except Perry) has overshot their limit yet. All they have to do is simple addition/multiplication, no need to change any armies at all.
