    Unfortunately that is not the case. There are external programs people can use, even if they are not the hotseat admin, to use cheats. Someone else did it in another hotseat, and ed it up good.
    So unfortunately we can't wait for him to cheat, as that could irrevocably damage the hotseat down the road.

    If he breaks the rules I've come up with, it'll be obvious.

    However, if he edits his files to give himself advantages, or uses external programs to cheat, it'll be more difficult, though still possible, to detect.

    The problem is, some cheats can permanently up a hotseat, making it unplayable. I've seen it happen before, and we had to cancel a 40+ turn hotseat. So we can't exactly wait and see if he pulls something, and then kick him.
    So he probably won't be allowed to play in this hotseat. If he only broke hotseat rules I'd give him a chance, but I don't think we need someone who actually edited game files to be in here.
