You don't know why? Because Brundisium is part of the same province as Syracuse and the Carthaginians have promoted their culture there by building temples.
Since people living in same provinces can communicate telepathically, the people of Brundisium have sensed their presence and started to speak Punic, probably because you haven't built any roman temples in your part of the Magna Graecia province.
