Well, all but the emergent ones, I suppose Will they be available in custom battles?
"Pompeius, after having finished the war against Mithridates, when he went to call at the house of Poseidonios, the famous teacher of philosophy, forbade the lictor to knock at the door, as was the usual custom, and he, to whom both the eastern and the western world had yielded submission, ordered the fasces to be lowered before the door of science."

Mod looks great when will you release it and how many unique cities will you have?
Good map.
The only major flaw I can see, is that Transoxiana needs to be extreeeeeeeemely province-dense. It should probably be as dense as the balkans are, reflecting the number of different Sogdian and Transoxianan city states, and also trying to simulate how difficult it was to conquer the entire region. I would suggest that Samarqand, Afrasiyab, Panjakent, Mugh, Bukhara, Bunjikath, Termez, Khujand, Bamiyan, Kabul, Zabul, Marv, Nishapur, and Kath all be made separate provinces.
