It allows an extra barracks level that allows you to train legionaries in addition to AOR units.
Useful when you need that extra punch near the frontlines, a bit less in Italy.

It is an extra upgrade to Regional Allied Tributary.
The Foederati Barracks IIRC pack a nasty punch especially in Greece and Asia Minor where you can recruit roman legionaries and Xystophoroi.
