wanting to change some stuff

im currently playing the 4 turns per year version.....
and there has been something which has been bugging me for a while now!!

i understand that i can edit settlement buildings, their building times and cost, in the export_descr_buildings folder, my questions are :

is this safe to do?
because it says do not modify by hand, the file is generated by a spreadsheet
but is that just something ca left in when they were developing the game?

You can edit it with Notepad++. It's what I use.

I did change it back to two turns per year in April.
