If create the "startpos.esf" file corrupted, try with another version. That error doesn't make sense, unless you're trying overwrite the same open file; you have save it with a different name and then rename it to use it in the game.

or different name, many years since now

Try to verify the integrity of the Empire files through Steam, to check that there are no damaged files. Do all mods work well? Is it possible that you have any mod that is interfering with your modifications?
