What am I missing as far as finances?

Ok so I just started Warlords, Classic. I'm in debt 35,000+ due to the -4,000 every turn.. What's the deal with that? Do you have to complete some special requirement to have an economy? I've already won the battle of Plataea and re-captured Athens.... What am I missing here?

Also disbanded the post-plataea army.. I'm still at around -1,500 a turn.. Being 35,000+ in debt, I don't know how I can ever recover since you gotta spend money to make money..

I assume you have set all taxes as high as possible. Have you also disbanded the fleet? Or at least some of it. One ship is enough for transport.
