    can some one point out or make a mod to allow all units 0 turns to recriut

    I can tell you how. This works for all versions of RTW and mods. Go into the folder where you installed RTW, then into the data folder, and open export_descr_units. Change all of the the "cost" values at the bottom of the unit info to 0. This will also allow free units in custom battles.
