The proposals I have of changes:

Neutrality towards Urban & Rural afairs, unless presured, if pressured we debate case by case.
Change to favoring a Secular State, which respects individual religions.
I wont ask to favour equality between men and women because I think Im already asking alot xD

If you still want to change, I'd recommend Kagoshima or other areas in Kyushu, it was where the first Europeans (and in this TL, British soldiers) arrived historically and I mentioned Kagoshima itself was an epicenter of the colonial administration in the alt-TL.

Hm..maybe I will change, just in case if rebels decide to bomb the Viceroy's Palace..my estate won't be at risk. Or if I eventually decide to rebel( yes, I think I could potentially do that if policies ignore/weaken Japan)..I wouldn't be right in the heart of the Viceroy's control. I'll go to my favorite Japanese clan's powerbase..Satsuma.
