Kind of undecided since I am of afraid of getting it and not liking it. TBH I am thinking of pirating the game and learning it first before deciding if I should buy it or not.

I'd say buy it because it is well worth it, I don't think here is a better gaming bargain out there than a paradox grand strategy title (vicky and HoI at least).
Please don't pirate it though, this is a niche developer one of the few left in the world making such games. They are trend setters in digital distribution (I'd buy the game on gamersgate personally), and community involvement with unprecedented support for mod teams even helping turn their work into full fledged titles of their own right. They self publish the majority games, and are not simply some giant "evil" corporation like EA or Activision who exploit their customers for an easy buck, by supporting them you are supporting responsible and customer oriented game development as a whole.

I recall HOI3 being so broken and unplayable that the forums were filled with topics asking for refunds. Any respectable company would've had lawsuits up the ass but because of Paradox' pitiable status as a 'niche developer' they're able to get away with borderline fraud. Even 2 years after release and with a 20$ DLC that's supposed to fix many problems, HOI3 is still a horribly broken game that no one should waste their money on. Victoria 2 isn't faring much better.
If you really want HOI3 though, don't forget:

Semper Fi is not a DLC it is an expansion. HOI 3 is not a broken game. Everything you said is wrong, and you could get all those DLC's for much less than $20 total.
If you buy their games via gamersgate you can pretty much get every optional DLC by way of blue points anyways so they haven't cost me a dime.
Hearts of Iron 3 is most definitely not broken. I play it all the time, and while it doesn't exactly simulate WW2, it does a decent job of it. I've never had the game crash on me and have never encountered any other bugs.

Te post-war events are still pretty bad: splitting up Germany when the war is over is often poorly done. For example, the FRG starts off with no techs at all and because Nazi Germany retains Memel even after you defeat Germany and the successor states form, the entire German Army stays Nazi and just sits stuck in various countries for the remainder of the game.
what do those optional DLC do ? new skins for the squares ?
