Yes, you have to have Kingdoms installed and patched to version 1.05.

For Broken Crescent 2.3 you need Kingdom. If you don´t have the Kingdoms expansion, you can install Broken Crescent 2.02. Here is the link to 2.02.

i used it with steam and it works perfectly. I used the kingdoms launcher which was also used for bc2.02. for mod name i just typed "Broken_Crescent_kingdoms". The path was "...mods\Broken_Crescent_kingdoms" and for game exe pick Kingdoms. I installed it with UAC and my antivirus program disabled just to avoid any problems. It also helps to run the Kingdoms Launcher through "Run as Administrator" I haven't got any CTDs or errors yet so hopefully it works just as well for other steam users. I didn't have to delete any files or move folders around like with BC2.02. GREAT MOD!!!!

Hello! I just found out about this mod thru the G4TV spot they did on it seemed like a very well done mod so I HAD to get it.

Anyways, I did the "Install BC to steam" steps and did the launcher thing, but when I start it thru the Kingdoms launcher I only get to the first loading screen and then it returns me to my desktop and nothing happens. Also is it normal to have Broken_Crescent/broken_crescent/broken_cresent

That´s strange. Megaupload provides the second part with 620 kb/s on my request. It will take 16 min holding time for me. There is only the link to megaupload, so I guess you have to wait for that site or try the torrent.

it did that for the other two and other stuff i download, but specifically for part 2 its doing it at a rate of 15 kbps, its saying ten hours, i got work in 3.

Wait some time and try again. For me it's 2.5 hours (I have particularly bad speed now, but still that's not 10 hrs). Torrent is a always best choice. You can restart sessions easily without any errors.
