    Reforms. Reforms. Reforms.

Oh and try and keep your lower class from getting too rich, otherwise they'll promote to middle class and they are harder to keep satisfied.

So every time a reform comes up that I am able to enact, enact it? Even though it says that 0.00% of the pop wants this?

Frankly I love Militancy. Lots of Militancy means reforms, particularly healthcare.

Reforms will always cause an immediate global drop in Militancy regardless of their support. However, ones with more support will cause more militancy, so change those first unless you really need to put it off (or want the militancy, obviously). Happy POPs are far less Militant; POPs getting their needs and/or luxury needs will have no reason to be Militant.

    That's really about it.

What annoys pops the most (after stuff like war exhaustion and reform desire) is not having all of their life needs, or worse, none of them. By going into your states screen, you can see which pops in your country, states, provinces have access to which goods.

On your tax screen, pops with no access to any goods are the red slice in the pie. With some, they're yellow. Either make goods cheaper with subsidies on imports, or lower taxes (so your pops make more money at their RGOs or whatever) so they can afford to buy X amount of the good they want. I do believe, however, if pops have access to some or all of their luxury needs, they get a boost to their consciousness, and this can be something to bear in mind (as consciousness effects things like their desire for reform or likelihood to vote for parties they agree with).

Thank you Musthave and John l
I will have to think about this while I start my new campaign as Sardinia. In my two Sicilies campaign, I had my tax all the way up on the Poor strata and relatively low for middle and relatively low for my elite class. Now I know why I was facing rebellion every 2 months! :p

Truthfully, early on, that's alright, because your tax efficiency is relatively low at start (slider at full = like 23% actual taxation).
