This can surely be easily done.
Using PFM 6.6 edit the 'units_variables' table where you can change the cost of various units/upkeep/training time etc... From here. You can make all the 'shimazu' specific units (namely katana samurai) 1 turn. You can also increase the training time for opposing clans.
If you wanted, you could create 'shimazu' versions for all the basic units. Not hard, just time consuming.

is possible to limit units by buildings like agents exemple a sword dojo allow 2 katana samurai
