Question concerning Roman recruitment

Can someone give me the set of buildings i have to make in a city in order to recruit hastati/princeps/triarii?
it seems like no matter what i build i just cant recruit those troops anywhere except italy

I do believe that you have to have a set of barracks and Roman colony buildings
a level higher than you would in Italy to get those troops outside of Italy, but I could be
wrong.

Outside of Italy, every barrack is one level lower than it is supposed to be. So a level 3 barrack counts as a level 2.
To build higher barracks you will need the native colony that is in italy, or build further steps in the colony tree. For example, you need Colony level 2 to build Barrack level 3, which outside italy equals hastati infantry level.
To build colony level 1 you need but to start taking over the region, but to process further you need to build highways.

Barrack 1 > Barrack 2 > Highways > Colony 2 > Barracks 3 > Colony 3 > Barracks 4 > Colony 4 > Barracks 5
