The good old spawned_on_rebellion trigger for Parthia, while Baktria will use the romano-british trick.
Although I didn't balance yet let me assure you that whatever you do you will always find yourself short on one front, basically forcing you to decide which side of your empire is more valuable...
I was gonna say something about the romano-british. That's a much more realistic situation for TSE, since Baktria/Parthia shouldn't really exist until... 250-ish, I think. Will Parthia continue spawning if you allow them to rebel, kill them off, and then let he city rebel again?

Well, it's very unlikely that you won't get a rebellion east very soon (especially marakanda is a trouble spot), we'll see how baktria will be influenced.
In BI there didn't seem to be a problem with a shadow faction + romano-british so hopefully it will go smoothly for us too.
I just had my biggest, ugliest victory ever in XC after fighting the elite stack of troops that spawned in Syracuse after I laid siege to it.

I am wishing the Romans were a bit smarter in my campaign, after having cut Spain off they have been doing exactly what I had hoped they would do and that is throw everything at rejoining their trade routes. There is nothing very much heroic about these victories as for the most part the same tactics work every time during each sally battle and at each city, just depends on which direction the besieging army is facing that city. Although it's very satisfying in one way that it is not more difficult for me to defeat them, in one way I can't help but feel sorry for the Romans that their Generals never learn. I guess there is not much else they can do and they are at least attacking me, but it's not much good to them losing almost every stack the turn they lay siege, the lemmings
Typical tactics against the Romans, for all sally battles and most field battles too. 90% of these battles end with the Roman army having melted away, on average the Romans take 96% casualties.
Yet another confirmation of my belief that the Roman leadership is completely incompetent, all those ships and not one is blockading me

Just had a huge battle in a thick forest with Germania, I attacked them not really seeing the terrain properly (it didn't look that bad) 1st battle in a while I was actually a bit worried when I saw the map. What a fight it was, hope the 1st 2 screens give you some idea of the battle:
