I'm not sure about "food storage," as I suspect the overall food number is just a sum of the providence production values. The production, though, should be fairly trivial (although perhaps a trifle tedious, since the CA's data structure doesn't provide for easily finding specific regions quickly... any chance of a search function in 1.4.9 perhaps? : Probably not, it'd most likely be a pain and a half).

If you want to do it in a saved game, in the world tab, there is an array of arrays for each region, you should be able to modify the existing buildings there for higher food production. As I said though, finding specific regions is kind of a pain, but it is quite doable. You'll want to use version 1.4.6 for now, as 1.4.8 tends to be touchy with saved games.

Alternatively, you could modify the overall building data to do something with similar effect as a mod, but I don't know how top do that offhand. If you want to do that, look for similar mods in Napoleon, and it should be relatively similar.

If the food storage is connected to the farms then it's probably in the db tables for buildings in the data.pack, rather than the startpos.esf.
