lowering castle level?

I'm just curious whether CA didn't include it for whatever reason, or if I'm just stupid, but I want to lower castle level but can't seem to figure out how to do it.

It's extremely annoying when u conquer some inland, barren soil province, can't release it as a vassal, and it has a fully upgraded castle chain.

Yeah. I really get irritated with this. I might, it's not exactly realistic to just dismantle a castle and boot out the excess population (hence the food cost), but seriously, now.

In theory, an empire could have so many upgraded castles that there would be no way whatsoever for you to catch up even with the food boosters researched.
