Where's my wedge formation ?

I think this is a bug since I don't see any other place that wedge needs to be learned except for the general
and when I get the wedge skill for my general he can't use it nor any other cavalry unit under his command.

Am I missing something here ?

General needs to have wedge researched (when he gains a lvl) and after that all melee cavalry expect general get it
