From the pride and arrogance of the Romans nothing is sacred. But the vindictive gods are now at hand. On this spot we must either conquer, or die with glory (Boudiccas Speech, Tacitus, Annals, XIV, 35)

under Patronage of Emperor Dimitricus, Granddaughter of the Black Prince.

They do happen, randomly after 220BC , after having Imperial Palace in Italy as in RTW 1.2

No. They occur at any date after 220 BC if you have an Imperial Palace in Italy, just like in 1.2 unmodded RTW. However, it is too long to wait for some people...

Hope that this is still read...

I am playing as Rome in RTR 6.2. I am in the year 165 BC and already posses Imperial Palaces in Rome, Capua, Carthage and Sparta. Still no Marian Reforms...

I would be happy if you have any suggestions...

That's exactly what I thought after a while. Now I am playing RTR Platinum. Hope that this time things work out better...

I am in the year 240 BC and have already constructed one Imperial Palace in Rome but nowhere else yet. So If I have understood everything correctly beginning with the year 220 BC there should be an increasing probability that the Marius Reforms will eventually happen. Correct?

You are about 100 years ahead of when the Marius reforms actually happened,(106 BC) but is that is what you are after, sounds highly likely.
