What does Vignette do?

If you hover over "vignette" in the video options the description says it blurs the edges of the screen, but I don't notice any difference. Also if you hover over the check-box next to it, it says "click to enable deferred lighting". I thought the game uses deferred lighting by default?
Has anyone noticed any visual or performance difference between enabling and disabling this option?
