2 Ninjas stuck together

In my campaign game, an enemy ninja was discovered on the same tile as my ninja, just outside Chosokabe's Tosa. Now, neither ninja can be moved or interacted with. I can select my ninja, but cannot issue orders, and I can mouse over the enemy ninja, but not issue order to attack it or anything.

I had a similar problem with a monk of mine who was trapped by the rebels he spawned. The only action I could take was demoralize the rebel army but otherwise neither he nor the rebels could do anything. Neither could I attack the rebel army and my generals would refuse to enter their circle of control for any reason. As soon as the monk died of old age the rebels were free of their stasis.
