Textures appear terrible no matter what setting?

I am having an issue where all of my textures look like "low" textures no matter what setting I put it on. I remember having this issue sometimes in Empire (not Nappy, though) but don't remember how to fix it outside of using texture packs that didn't have the same issues for whatever reason.

What video card do you have, I know the games limit your textures based on the amount of video memory on your card. You can try editing your video memory in the preferences to trick the game into thinking you have more: http://shoguntotalwar.yuku.com/topic/68945
