dont overdo the armies
even a large empire would only be able to field 1 or 2 elite armies

You can build large armies, but only after your economy is well developed:
That said:
- get trade rights ASAP
- build roads
- build ports
- build markets
- don't be afraid of building farms, most factions also have a version that gives more income instead of pop growth
- in huge cities you can build a mint on top of mines with some factions, which will give you an extra trade boost
- make sure your governors, and especially your faction leader have good management skill
- elites are effective but extremely expensive, keep their number limited or they will bankrupt you
- as a rule of thumb, every city can support a small garrison plus the upkeep of one unit made at their city level, a well managed economy can greatly expand this.
actualy it is, after completying my TSE campaign i plan on doing a roman one
make an exact replica of the roman empire then let one half rebel turning it into the western empire
one thing though, is there any way to make genereals rebel?
even better, is it possible to make a sript that causes half the roman empire to rebel along with all your units in those regions once you get all the target settlements?

I'm playing as Armina and I keep getting invaded by the Scylian Empire, and the problem is that while they can keep sending more and more solders I can not because my economy keeps falling into debt. So I have two questions to ask you. One, how do I prevent this from happening? And two, why did you make it so difficult to make money?
That doesn't work because Scylian can just over whellem me and if I do defeat their army I still can't afford to replace the solders I lost and they just attack again.
Just a heads up... never fight mass horse archer factions like Sarmatia in the open, even if you win you will suffer terrible losses.
Instead try to lure them into sieges or forest ambushes where the bulk of their army will be severely crippled.
Also try to have some archers of your own, they can inflict many more casualties than simple infantry for the same losses.
Finally as a personal opinion i do not think it is worthwhile to advance into Scythia. Just solidify your borders and advance south, where true money lies.
