How long is it after Frodo and Bilbo leave middle Earth with the elves?

In short:

After the War of the Ring, the reunited Kingdom of Gondor and Arnor was re-established. A few centuries later, a cult has risen in its lands and has caused a civil war (the rebel leader being the RK King's brother) and the creation of a new state, the Kingdom of Adunabar, which is based around Mordor (but not only). Harad has recaptured Umbar and is raiding Gondor's coasts. Dunland has revolted, expelled the RK garrisons from Enedwaith and taken Westmarch from Rohan. Rhun is attacking again from the East.
(Not in TNS: Dwarves are sitting in their caves and Elves in their forests. Dale has expanded into a kingdom of its own and is no longer 'under the protection' of RK.)
