    I wouldn't call it loose
    They had a shared (Swedish) king, all their diplomats were Swedish and foreign affair ministers too.

    Constitution isn't worth that much.
    Eg. Hungary managed to keep it's own constitution in 1711. but it was still under Habsburg controll for an other 200 years.


    Still it's best to keep Sweden and Norway separate.

    I meant loose in that Norway was not part of Sweden-the kingdom of Sweden-Norway was a union of two countries. Technically speaking Norway was not part of a Swedish empire.

    Having them together would of course present too many problems-namely that if one side rebels, what do you call the other?

    Victoria era, the most fierce competition and rivalry for colonies should be in Africa. But empire doesn't provide that map.

    Noted, and this is my bad but what I was trying to ask is if there is any scripted AI movements or something to make it harder for the player to sustain such a empire? i get if your increase the campaign difficulty it will make the campaign harder but......

    Britain's Indian holdings have relatively high unrest and is pretty fragmented considering that about half of India is held by the Princely States (technically British possessions, but separate from the Empire).

    And its not as if Canada is particularly lucrative, so playing GB may not be as hard as other nations, but it won't be overly easy either.
