It starts in 1350 so you can get them fairly quickly.

Most factions start out with gunpowder artillery.

Yes there are more than vanilla plus other stuff too.

Yes, there are more gunpowder units available at the start of the game, although I wouldn't say the focus on them is overpowering in any way.
