    Default Roman Client State

    Are there any house rules for which government system to use for the Romans? So far I've annexed north Italy and I've been setting up client states in Epeiros, but I'm not sure how to handle Spain. I'm over extended against the Carthaginians and I'm rotating between two legions operating in the theater.

    For the first part of the game, I try to keep citizenship exclusively to Rome, since not even Italy received full citizenship til 90BC. I make everyone else Client States because of the happiness bonus. This gives you enough time to eventually build a forum, for that unlocks the citizenship tab. By the time of the reforms, I usually have most of the cities with citizenship ready to be developed. When I feel like triggering the reforms, I will start handing out citizenship out from Rome. So the next cities to get citizenship are usually Capua, Arretium, Cannae, and Ariminium. From there, I just keep expanding, making sure to hit the big cities that are my legion pumpers.

    I just client state everywhere. Happiness bonus and allied legions. I give them citizenship after the reforms.

    you can buy polybian cohorts outside italy even before reforms in marian field,
    you need citizenship for that...
