Not always. just because you have an interesting roster doesn't make for an interesting campaign. Like it has been previously stated, Venice is a great campaign but frankly (IMHO) doesn't have the most thrilling roster. Aragon doesn't have a very unique roster but is probably a very fun faction to play (considering my experience with Leon-Castile.)
of course, your logic does work well in most cases. But honestly i don't like the English campaign too much, too easy and very boring roster.

The question remains: is it someone trying to become acclaimated with the gameplay and features? If so, whether it's boring or not doesn't have much bearing on the matter.

Pick Lithuania, go sack rome and make western europe 100% pagan.
You can pull that with any western faction in matters of few turns...
And venice have biggest roster? They have ONE unique unit, which is the worst comparing with unique units from other italian factions... Strength of italian factions lays in powerful economy, well developed citys from start, uber strong militia units from 1st turn, no needing for much castles in games because you can product strong units in towns too. venice can be interesting to play, but Im saying EVERY faction can be interesting, all you need is to spice your campaigns...
If you're a newbie to the mod I suggest you try England or Byzantines... Should get you started as they are fairly easy to begin with. If you're an advanced player I suggest Portugal, very hard you start weak and have powerful neighbours to conquer.

Normans imho has the all -around cool looking, effective roster, not too easy (secure position but anywhere you expand its a granted enemy), since ur the player the pope will hate you (up to you if u want to face him, my advice, dont, not so early on anyway)...
In reality, any logical thought you SHOULD have surpasses the AI, even with its bonuses, so any faction is possible, some require some knowledge of their roster, but those are few, most can be played in a "relaxed" way, altough AI will, in the end, join up to bash the human, no matter the faction
