What is the priority on crusade targets?
Out of all the possible crusade targets in the world, how do the ones on the list make it there? What attributes prioritize one settlement over another in terms of making it onto the potential crusade target list?

I meant to ask this long ago but I never got around to it... Don't mind if I just add it to your list of questions there, kevin.
Is it possible to add all cities to the crusade list? Every single city. I wanna make it so no city or religion can be spared from the bloodthirsty crusaders. Even Orthodox ones.

You can't crusade against Orthodox factions. That's hardcoded.

I think its a function of your relation with the pope, and also other christian factions as they can have the pope call crusades on you. I think that you as the player are generally going to step on more toes than the AI, and are generally going to be a more favored target for the crusades.
