I usually play as Rome, preferring to go directly for enemy cities and force multiple armies to attack me. If I want to take a city quickly, then the artillery is more useful than light cav. I rarely use light cav anyway, only when the enemy is in the midst of a full-scale rout or when desperate.
using light cavalry well is an art. they are real game changers when used right

To add my two cents:
Ballistas, Repeaters and Scorpions are too inefficient to be taken seriously. Some people like using Onagers, but I've never found them helpful enough to warrant their cost and the speed penalty on the campaign map. Yes, you don't have to wait to siege, but a couple of spies will help with that, not slow you down, and be much more useful in general. I disagree with some people about them.
I have repeatedly and effectively used small light cav forces to defeat armies much larger than their own. It's perfectly possible, it just requires a willingness to micromanage and, above all, patience.
