It was composed of ground troops sent by The Commune of France, The Socialist Republic of Italy, The People's Republic of Argentina, The Syndicalist Republic of Brazil, The Syndicalist Federation of Iberia, and The Socialist Republic of Mexico. On October 11th 1939 2 Divisons of the Italian Army joined the troops already there after the conclusion of the 2nd War of Italian Unification. Battle hardened troops from Brazil and Argentina*those that defected after the May Coup were assembled by Mid October as well after the Second Great South American War ended with a Syndicalist Victory.

Mexico's 3 divisions arrived in Late November of that year, Mexico wanted to send more but due to the continuing 2nd American Civil War most of its Army was on the border with the USA and the PSA.

The Corps would serve from the begging of the war until its conclusion with the signing of the Brussels Pact in 1942. It would serve in many famous battles, and was the most decorated army of World War 2.
