Just noticed in real life seville is quite a bit south of cordoba, yet its north of it in game. Perhaps you could replace it with Badajoz? (same region just change settlement name)
This mod is n°1= That is Number 1 mod as in cool etc.

wanted to know if there can such a thing possible ... like in napoleon TW you cannot enter a neutral territory until you have military access... can such a thing not be implemented in M2TW

So now that the chapter houses are normal buildings only available in certain regions, when do they show up?
I've got a number of (large) cities / fortresses (HRE - early campaign) that should be able to build the Teutonic chapter houses (I've checked the list), but they don't show up and they are not in the building browser either.
Are they available only from a certain date or do you need to accomplish things like with the guild system?
You have to build them before years 1225-1230. Otherwise you need a city or fortress.

Probably. I remember someone else had this problem too.
edit: it doesn't show up in the building browser at all.

I reinstalled SS because i thought it might have something to do with Meneth's compilation, but the chapter houses still can't be built... (I started a new campaign and cheated Hamburg all the way to citadel to test it without the compilation) Pretty odd. It can't be because I have another mod (Third Age) installed right?
It's definitely not that, start a new thread here and post all the things discussed here.
A temporary (or permanent, really) solution for Steam is to simply rename the folder in the mods folder to one of the 4 official campaigns (americas, teutonic, etc). Then from the launcher just pick that campaign to launch. Works like a charm. Just rename the real folder to something like real_americas if you want to keep it around.
AFAIK this works with all MW2 mods. It's what I've been doing with Third Age as well.
